The $83 million Queanbeyan Civic and Cultural Precinct (QCCP) marks a significant transformation for the NSW–ACT border town of Queanbeyan, unifying civic life, culture, and community under one roof. Designed by Cox Architecture and built by ADCO for Queanbeyan-Palerang Regional Council, the development consolidates council operations previously spread across 11 CBD locations into a single, contemporary workplace. 

Two integrated office towers are stitched together with community-focused spaces, including a public library, council shopfront, gallery, meeting rooms, and breakout zones, all carefully connected to the historic Bicentennial Hall and Q Theatre. 

With basement parking and a rooftop garden, the precinct is conceived as a welcoming civic hub that supports both daily operations and broader community life. Targeting a 5 Star Green Star Design & As Built v1.3 rating and a 5 Star NABERS Energy Commitment Agreement, the QCCP is as much about environmental leadership as it is about civic identity and accessibility.

Contribution


We supplied a coordinated suite of acoustic solutions tailored to the project’s sustainability ambitions and performance requirements. This included high-performance acoustic panels in a SmartLook Plantation Oak finish on an MDF substrate, achieving a Group 1 fire rating and an NRC of 0.80, alongside perforated plasterboard ceilings delivering an NRC of 0.85 with seamless, crack-resistant detailing. We procured GECA- and FSC®-certified products with Declare Labels and EPDs to support the project’s Green Star and NABERS targets, ensuring that acoustic performance, visual quality, and sustainability credentials were all aligned.

Materials were manufactured through our partner network, drawing on more than 50 years of Australian experience in engineered acoustic and architectural systems.

Outcomes


The completed precinct offers a calm, acoustically balanced environment where staff, visitors, and community members can meet, work, and gather without the distraction of excessive noise, particularly in high-traffic public areas and flexible workspaces. Enhanced speech clarity and reduced reverberation improve the usability of council service areas, library spaces, galleries, and meeting rooms, making civic services more welcoming and accessible. By integrating low-impact, certified materials, the project not only supports healthier indoor environments but also demonstrates council leadership in sustainable design, delivering a civic landmark that reflects the community’s values now and into the future.
